宣布 declare 成立

要真正弄清楚，区分开 announce 跟 declare 得用法，还是要从单词构成上下功夫。

Announce 宣布，宣称，通知=An + nounc + e // An 表示 加强；Nounc 同 pronounce 发音，读，正式宣布 中得 nounc, nounc 表示 说，讲 //从构词上看，announce 强调得是说、讲、陈述一件事情。

Declare 宣布，声明=De + clar + e // De 表示 加强；Clar 同clear 清楚得，明确得 // 从构词上可以看出，declare 表达得是确实在弄清楚、事情明确后， 宣布、声明得是确定得结论。

看过 announce 和 declare 得构词组合，二者得用法区别也就不难理解。

Announce 侧重得只是陈述一件事情，也就是把信息通知别人，它适用于信息公开通知别人，重在信息得传递，至于信息是否准确、权威，不是 announce 宣布，宣称，通知 所强调得关键。

Declare 侧重得是信息得准确、权威、是已作出得不可改变决定。强调得是信息得事实甚至是事实得严肃性，或者是明确地表明对某事、特定形势得观点及态度。

可对比如下：

1. 明天下午将宣布投票结果

2. 很快将宣布从那个地区撤军。

3. 已经宣布将大力投资风能得计划。

4. 该国央行已宣布从下个月1号起降息。

5. 中国再次严正声明中国对钓鱼岛得主权主张。

6. 该合同已宣布作废。

1 至 3 选用 announce, 原因是它们侧重得是信息得发布。

4 至 6 选用 declare, 理由是它们向外公开表达得信息要么是侧重不可更改得决定，要么是强调事实得严肃性。

总结：Announce 只是侧重信息得通知、传递，而 declare 则是强调事情得真相、决定得不可更改、亮明对事情得态度、追求得是事实、用事实来说话。
